SORSOGON CITY, Aug. 30 (PIA) – The National Solid Waste Management Commission (NSWMC) has approved 10-Year Solid Waste Management (SWM) Plan of the municipality of Donsol, now the first town in Sorsogon province with approved program in compliance with Republic Act 9003 otherwise known as the Ecological Solid Waste Management Act of 2000
Donsol Mayor Josephine Alcantara-Cruz has announced the local government received notice from the NSWMC on August 16 notifying us that the commission has approved our 10-Year SWM Plan and is now ready for implementation
Cruz relayed to the members of the Provincial Search Committee of the “Gawad Gobernador sa Kapaligiran Search for the Cleanest and Greenest LGU of Sorsogon” during the team’s evaluation and validation of the municipality’s compliance to environmental laws and policies.
The NSWMC’s notice of approval, signed by executive director and chief of SWM Division Engr. Eligio T. Ildefonso, commended the efforts and initiative of Donsol local government in formulating the plan in compliance with the provisions of the Ecological Solid Waste Management Act of 2000.
NSWMC Resolution No. 626 series of 2016 approves the ten-year plan and may require LGU-Donsol to submit additional information and a submission of an annual progress report on the strategies implemented and accomplishments to the NSWMC through its secretariat.
Its approval would mean that LGU-Donsol can now implement the Ecological Solid Waste Management System such as segregation at source, segregated collection, establishment of Materials Recovery Facilities (MRF) and other recycling and composting methods within the locality and implement the specific activities contained in the approved plan.
Section 16 of RA 9003 requires provinces, cities and municipalities through their Local Solid Waste Management Boards to prepare their respective 10-year SWM Plans consisted with the NSWM Framework and in accordance with the provisions of the Act and the policies set by the NSWMC. The law also states that all LGU SWM Plans shall be subject to the approval of the NSWMC.
To date, three LGUs of Sorsogon have already been evaluated and endorsed by Environmental Management Bureau (EMB) to NSWMC for approval to include the municipalities of Barcelona and Castilla and the Provincial Government of Sorsogon.
The rest of the LGUs were evaluated by EMB and were returned to respective LGUs for revision and submission before it will finally be endorsed to NSWMC, while LGU-Matnog is still under evaluation.
The 10-Year SWM Plan of 14 municipalities, this city and the provincial governmet of Sorsogon are to be evaluated first by the EMB for endorsement to NSWMC. (MAL/BAR-PIA5/Sorsogon)
