Ligao City to pilot DSWD’s PWD program

LEGAZPI CITY, May 6 (PIA) – Deemed as the most active in the Bicol region in terms of Persons with Disability (PWD) care, Ligao City in Albay was chosen by the Department of Social Welfare and Development (DSWD) Bicol regional office as the pilot location for the Community Action and Resources for Accessible, Better and Leverage Environment (CARe-ABLE) for PWDs.

The CARe-ABLE is a program which aims to increase the potentials of PWDs by providing interventions and reducing barriers for greater access to resources from the government and private sectors.

The program proposes having a PWD desk, manned by a resgistered social worker and funded by DSWD, in every barangay for the purpose of monitoring and assisting PWDs in the given area. Social enhancement and capability building activities would also be administered in order to boost the PWD sector.

Last April 28, at Legazpi City, a memorandum of agreement (MOA) was signed between the local government o Ligao and DSWD officials to formalize the cooperation for the CARe-ABLE program. Signing the MOA were Ligao City Mayor Patricia Gonzales-Alsua, ‘Samahang Nagkakabuklod ng Ligao Incorporated’ President Edgardo Salcedo, and Social Technology Bureau Director Thelsa Biolena to represent DSWD.

The program will be carried out by five pilot barangays in Ligao City, namely: Basag, Tuburan, Pinamaniquian, Maonon and Mahaba. The level of implementation of the program will be raised throughout its duration.

Ligao City was selected to pilot the project for its active observance and support of the local government to PWD programs and activities. Mayor Alsua highlighted Ligao’s dedication by saying that their city is visited by academics as they have established the benchmark for PWD programs.

“Ligao City is a place full of positivity nad a city where good things happen. We will commit ourselves to the success of this project. We are ready to take on this challenge.” said Mayor Alsua.

According to DSWD Bicol regional director Arnel B. Garcia, presence of disability is inevitable; but, nonetheless, they must adjust their sails in order to succeed and reach their destination.  (MAL/JBE-PIA5/Albay)
