LEGAZPI CITY, March 16 (PIA) – The Department of Interior and Local Government (DILG) urges the public to participate in this year's barangay assembly for the first semester to be conducted in their respective communities on March 26, 2016.
DILG Bicol assistant regional director Danton Vibar said since March 26 falls on a Black Saturday, barangays in the region can have it rescheduled on or after that date so long as they conduct at least two assemblies in a year as required in the Local Government Code (LGC).
Under Section 397 of the LGC of 1991, every barangay in the country is enjoined to deliver their State of Barangay Address (SOBA) at least wtice in a year for the barangay administration to present updates, programs, achievement and other concerns in the barangays and their constituents.
For this year, DILG enjoins barangay to present to the public their accomplishments and financial reports as well as their priority projects under the recently launched Barangay Bottom-Up Budgeting (BBUB) program.
Faith-based organizations and other civil society organizations in the barangay can also join the assembly yo discuss their role on the implementation of BBUB program.
During the assembly, barangays are also encouraged to educate their constituents on the revitalization of the Barangay Anti-Drug Abuse Council (BADAC) and its role in drug-clearing operations and to discuss issues and concerns on disaster preparedness and solid waste management.
The barangay assembly aims to strengthen partnership of the government and the community as the means to effectively serve the people.
The barangays cannot hold the assembly meeting without written notice one week prior to the scheduled meeting except in cases of public safety or security.
Any resident of the barangay, concerned citizen or governmental or non-governmental entity can file complaint against barangay officials who will not conduct the said assembly at the Sangguniang Panlungsod or Sangguniang Bayan or the Office of the Ombudsman. (MAL/SAA-PIA5/Albay)
