LEGAZPI CITY, Feb 4(PIA) – The Department of Labor and Employment (DOLE) hold last week the first of a series of orientations on Bottom-Up Budgeting (BUB) program for local government units (LGUs) in the province of Albay.
DOLE Bicol director Nathaniel V. Lacambra said the orientation aims to “set the tone” for LGUs and DOLE provincial personnel for the effective and smooth implementation of the P58.8M BUB funds allotted for the region this year.
“We want to teach our LGU counterparts the Do’s and Don’t’s in accessing this multi-million funds. We must disburse all these funds in order to serve the bicolanos up to the farthest barangays,” Lacambra said.
Albay has P17, 069,323 BUB fund allotment or about 29% of the total fund allotted for the region.
Some 24 participants composed of BUB focal persons and civil society organization (CSO) representatives from Bacacay, Daraga, Guinobatan, Malinao, Manito, Polangui, Sto. DOmingo, Tabaco City, and Tiwi joined the orientation held at Alvi’s Café, Daraga, Albay.
“Compared last year with only P39.2M allocated, DOLE Bicol’s BUB fund this year is 66.6% higher and we have to deliver all this funds to the bicolanos to provide them appropriate livelihood undertakings and help improve their lives. This is the reason why I really ordered this kind of orientation para sa mga Boss Natin” Lacambra furthered.
Aside from teaching the vital processes and documentary requirements needed in availing the BUB Livelihood Program, DOLE Bicol also included a short briefing on business plan preparation along with a refresher course on the guidelines of their programs such as Special Program for the Employment of Students (SPES) and the conduct of job fair and emergency employment under the DOLE TUPAD program.
During the orientation, Lacambra noted the importance of the business plan preparation in the success of BUB livelihood programs citing that most of the BUB livelihood project proposals received by their office are lacking in planning and preparation.
