CAMP ELIAS ANGELES, Pili, Camarines Sur, Nov. 2 (PIA) – BGen Ferdinand M. Quidilla has assumed office as the new commading general of the Army's 9th Infantry Division (9ID) following retirement of MGen. Yerson E. Depayso on November 1.
Quidilla is the 12th commanding officer that will lead the Army infantry division that has a clout over the Bicol region and acclaimed to be one of the best Philippine Army unit in the country.
Depayso, meanwhile, retired upon reaching the compulsory age requirement of 56 years old. He was the 11th division commander and assumed office on August 9, 2013 and recorded numerous accomplishments during his stint as head of the unit.
Quidilla assumed his office after a Change of Command and Retirement Ceremony, presided over by Philippine Army commanding general LtGen Eduardo M. Año, held at 9ID Grandstand here on October 29, 2015.
It can be recalled that Depayso has implemented the 9ID Campaign Plan “Anduyog” to down grade the armed capability of Bicol Regional Party Committee (BRPC), break their will to fight and compel them to abandon the armed struggle in order to create an environment conducive to sustainable development in Bicol Region by 2016.
Strong advocacy on strict adherence to human (HR), International Humanitarian Law (IHL) and Rule of Law (ROL) was also implemented during the term of Depayso as 9ID commander.
In terms of programs for youth to become responsible citizens and catalyst in the development, 9ID conducted in collaboration with the different LGUs/LGAs facilitated the conduct of 32 Youth Leadership Summits with 5,737 participants from the different municipalities here in Bicol Region.
Good working relationship between the military and LGA, LGU, NGO and PO’s were improved where 9ID had indulged in numerous occasions with government employees and members of NGOs and POs. Medical and Dental Missions, Libreng Gupit, Feeding Program, Blood Letting, Gift Giving and Environmental Protection activities were also conducted in coordination with other stakeholders.
Numerous combat operations conducted by 9ID during his term resulted to the neutralization of 84 CTs including high value enemy personalities, recovery of 45 HPFAs, 31 LPFAs, 73 Improvised Explosive Devices (IEDs), various war materiel, personal belongings and enemy documents of high intelligence value.
Four (4) provinces of Bicol Region were also declared as Conflict Manageable and Ready for Further Development (CMRD) during his stint as 9ID Commander, Catanduanes on November 26, 2015; Camarines Norte on January 21, 2015; Albay on April 23, 2015 and Camarines Sur on May 25, 2015.
Quidilla, on the other hand, was the former assistant division commander of the 2nd Infantry (Jungle Fighter) Division stationed at Camp General Mateo Capinpin, Tanay, Rizal.
He is a native of South Cotabato and took up his secondary education at Notre Dame of Banga and pursued his tertiary education at Feati University with the degree of Bachelor of Science Aeronautical Engineering and entered in Philippine Military Academy on April 01, 1979 and graduated from the “Most Premiere School in Asia“ belonging to the Philippine Military Academy “Matikas” Class on March 11, 1983.
Quidilla took-up military trainings, both local and abroad, including Scout Ranger Course; Basic Airborne Course; All Arms Commando Course in United Kingdom; Infantry Officer Basic Course; Signal Intel Course; Military Intel Officer Course; Seminar on Air Ground Operation CTW BAT DMGE ASSES in Philippine Air Force; Infantry Officer Advance Course; Command & General Staff Course in TRADOC, PA and FAO Seminar/Workshop in Finance Center, Philippine Army.
He was also a recipient of various awards in recognition to his unparalleled service such as; Bronze Cross Medals, Anahaw Award, Adjutant General Service Badge, Visayas Campaign Medal, February 86 Revolution Ribbon, Disaster Relief and Rehab Operation Ribbon, Parangal sa Kapanalig ng SLP Medal and Ribbon, Military Merit Medal and Letter of Commendations.
His previous key positions were: Commandant and Intel Operation Officer at 12RCDG ARESCOM in Mindanao; Operation Officer in PHILHSMET, INTERFET; S3 in PHBTFET, UNTAET; Acting Commanding Officer PHILCON PRU, GHQ & HSC; Battalion Commander of 74th Infantry Battalion, 2ID; Commander and Officer-In-Charge at 402nd Infantry Brigade in Mindanao; Inspector General and Assistant Division Commander of 4th Infantry Division in Mindanao.
Lt. Gen. Año lauded Maj. Gen. Depayso being the prime mover to sustain the peace and development in the Bicol Region by intensifying its coordination with the stakeholders that limit the territorial area and weaken the influence of CPP/NPA/NDF.
The “Kilusang Larangang Girelya” 77 and 78 is now turned down to Kilusang Sangay sa Platon KSPN due to fall of top NPA leaders.
Under his leadership the provinces of Catanduanes, Camarines Norte, Albay and Camarines Sur were declared Conflict Manageable Area and Ready for Further Development and the remaining two provinces of Sorsogon and Masbate soon to be declared.
