TOSP is a brainchild of businessman Jose Concepcion, Jr. who believes that there is a need to honor young leaders in their own academic fields. This has become a continuing project and was later supported by institutions that have the same vision as its founder. These are the Commission on Higher Education, and the RFM Corporation, in cooperation with National Bookstore, the Rotary Club of Makati Central, and the TOSP Alumni Community. The PLDT recently joined the group as TOSP partner.
The search is also consistent with the provisions of RA 7722 , also known as the Higher Education
Act of 1994, acknowledging the search as a “laboratory of leaders producing eminent contributions in the fields of governance, business, the academe, church and civil society.” (LSMacatangay, PIAV/Camarines Sur)
