NAGA CITY, April 9 (PIA) --- Not resting on its laurels even after being acknowledged as center of excellence in child-friendly programs and advocacies, this city continues to incessantly create programs that seeks to further strengthen its child-oriented governance practices.
City Mayor John Bongat anchored these programs on the vision of creating a haven for the children where they are happy because they feel loved and secured. This concept led to the creation of various endeavors particularly in core areas like health and nutrition, child protection and welfare, education and inclusivity.
The latest of which is the proposal crafted and submitted by the Naga City Council for the Welfare and Protection of Children (NCCWPC) dubbed as the Naga City Comprehensive Local Juvenile Intervention Program or CLJIP. NCCWPC is chaired by Bongat himself and by Sangguniang Panlunsod (SP) on Children chaired by City Councilor Elmer S. Baldemoro.
CJLIP endeavors to address the major problems and challenges confronting children particularly those categorized as Children at risk (CAR) and Children in conflict with the law (CICL).
Some of these snags include the strong percentage of migration specifically the in-flux of in-migrants, persisting traditional belief that children involved in petty offenses should feel the brunt of the law, limited capability-building opportunities for all personnel involved in CAR/CICL programs and lack of participation of some parents during meetings, among others.
Baldemoro said that the establishment of a comprehensive juvenile program through various interventions aims to address the aforementioned problems, identify the causes and cycle of offending, provide assistance to affected children and create an alternative modes to avoid the child’s contact with the formal justice system, basing it on the set CJINP framework.
“The primary intervention would be on the developmental aspect which includes rooting out the causes of offending and supplement it with programs on advocacy and health and nutrition and other related programs. Second is the protective and preventive intervention which will assist the CAR and CICL and to prevent them from offending and the third intervention would be the remedial. This includes measures to address the needs of children who have committed an offense,” Baldemoro added.
To monitor the development of the program, a local juvenile justice information system will be created. Updates regarding the program will be submitted to the SP for adaption and will be forwarded to the NCCWPC for implementation.
CLJIP, once approved will be added to the 20 existing child-focused city ordinances already being implemented by the city, including the two new ordinances – the Institutionalization of NCCWPC and creation of the Children Affairs’ Office and the institutionalization of the Most Child-Friendly Barangay Awards.
Since 2010, Bongat has already issued 17 child-focused Executive Orders to ensure that children’s rights are not neglected and that their welfare is protected. (LSMacatangay, PIAV/Camarines Sur)
