LEGAZPI CITY, July 14 (PIA) – Fifty-Three barangays from Catarman, Northern Samar pioneered a 3-day training-workshop for contingency and recovery planning under the Local Climate Change Action Plan (LCCAP) program of the Department of the Interior and Local Government (DILG) through its Local Government Academy.
DILG has partnered with the service provider, Local Climate Change Adaptation for Development (LCCAD), to conduct the same training in batches for 1,700 local government units across the country.
LCCAD executive director Manuel ‘Nong’ Rangasa, also the LCCAP resident trainor, said the pilot training workshop shall reinforce the ‘echo’ mechanism that synergizes a non-political strategy towards the attainment of zero-casualty goals even in the most calamity-prone areas.
He added that LCCAD has so far trained close to 300 LGUs from various parts of the country involving municipal and city technical teams directly involved in the Climate Change Adaptation and Disaster Risk and Vulnerability Reduction.
The said punong barangays and barangay officials consist the first batch of trainees on the roll-out of activities for the formulation of Barangay Contingency and recovery Plans now being catered to the front-liners to all disasters, hazards, and of course their strategic adaptation and contingency plan of actions, making all stakeholders resilient to whatever type of calamities.
“In fact, the Barangay Contingency and Recovery Plan (BCRP) will be the input document to the Comprehensive Land Use Plan (CLUP) and the LCCAP which shall find its way up to the National Climate Change Action Plan hierarchy.,” Rangasa explained.
Catarman Liga ng mga Brangay president Ruth Figueroa expressed optimism that with the said training held July 2-4 at the Hotel Casablanca here, LGUS will be empowered and helped maximize their resources to mobilize a concerted effort for adaptation measures.
Legazpi City Mayor Noel E. Rosal graced the event with his encouraging presentation of the best practices and strategies that put the city to the realm of being a Climate Change Adaptation Champion of the Philippines and the rest of the Asia-Pacific region.
On the other hand, Catarman Mayor Francisco Rosales, Jr. who also graced the occasion, extended full support by endorsing the said Association of Barangay Captains (ABCs) to an exclusive training-workshop, and even sent his Municipal Disaster Risk Reduction and Management Officer, Jonathan Baldo to assist the group.
Baldo is also the LCCAD provincial coordinator for Northern Samar to work out more LCCAP (for municipalities, cities and provincial levels) and Barangay Contingency and Recovery Plans for the villages.
The LCCAP training- workshop design builds on and expands the use of the concept in present and future adaptation planning policy and decision-making processes.
Rangasa said that the local framework and principles on climate change adaptation, disaster risk and vulnerability reduction and management (CCA-DRVR) are integrated in a science & risk-based approach and probabilistic risk assessment requirement to guide “bottom up” planning as well as identification and adoption of “no regret” options and actions.
