More police recruits are non-criminology grads – Napolcom

LEGAZPI CITY, March 10 (PIA) – Bicol’s future police officers will be composed mainly of nursing, education, commerce and business administration graduates, according to a recent study conducted by the National Police Commission (Napolcom) regional office here.

“Based on the records of Public Safety Field Training Program (PSFTP) of the Police Regional Office in Bicol on its recruitment and classes for the period December 2010 to December 2013, graduates of Bachelor of Science (BS) in Criminology comprised only 42.26 percent or 767 trainees compared to 57.74 percent or 1,048 trainees who graduated from other courses,” Napolcom Bicol regional director Rodolfo Santos, Jr. said.

Santos explained that the study covered PSFTP classes 2010-02A to 2012-02E comprising 6 batches revealed that nursing graduates dominated the recruits totaling 259 followed by education majors numbering 209, commerce and business administration graduates came in next totaling 154 and bachelor of arts (BA) graduates with 110 recruits to comprise the top four leading non-criminology courses in the last six recruitments and selection for entry in the police organization.

“This simply indicated a diminishing number of (BS Criminology) recruits in the police service which can end up being occupied by (graduates from) other courses not related to law enforcement,” Santos said.

Napolcom Bicol also revealed that in the conduct of recruitment evaluation and screening, graduates from other courses registered higher passing average than criminology graduates during the past recruitment period that resulted to other courses representing majority of the applicants and recruits in the police service.

Furthermore, most of the criminology graduates did not apply immediately for recruitment to the PNP service as they engaged in other employment such as overseas filipino workers (OFWs), security guards, call center agents, among others, the same study further disclosed.

“In some occasions, the criminology graduates found difficulty in communicating and explaining their knowledge and theories during the panel interview when they apply for the police officer 1 position,” Santos said.

With these findings, Napolcom recently launched a project called “Post on-the-job training (OJT) for Graduating Criminology Students,” to address the necessity to help criminology schools in the region to prepare their students of relevant minimum qualifications for entry in the police service with the Central Bicol State University of Agriculture (CBSUA) College of Criminology in Sipocot, Camarines Sur as its pilot institution.

“We conducted a panel evaluation to 131 graduating criminology students of CBSUA-Sipocot simulating an actual panel interview for police applicants so that they will directly experience what transpire in the actual recruitment process,” Santos said.

Based on Napolcom’s methodology, all students under the required OJT at the police stations will be required to submit a post OJT report to include the extent of their knowledge on the subjects-traffic, patrol and investigation prior to their OJT, their impression on the police station’s system in teaching and transferring the actual information and knowledge on the said subjects, and finally, the knowledge and skills gained after the OJT.

The post OJT report will be the basis for the panel evaluation in the presence of their instructors to determine and validate the improvement of the skills and knowledge on the subject areas and will be part of the pre-graduation evaluation of the criminology graduates.

“The initiatives done at CBSUA and its results will now be our basis for further enhancement of our program that will be recommended to CHED for adoption of criminology schools in Bicol,” Santos told the PIA. (JJP-PIA5/Albay)
