NAGA CITY, Feb.18 (PIA) --- The Office of the Presidential Adviser on the Peace Process (OPAPP) and the Department of Interior and Local Government (DILG) jointly spearheaded a two-day planning workshop on conflict analysis and prospective strategies to ensure peace and order situation in the province of Camarines Sur.
The 2-day activity which started today, February 18 at the CBD Plaza Hotel here endeavors to respond to various issues particularly in identified conflict affected areas (CAA).
The activity also aims to identify the root cause of insurgency and use these materials to identify specific strategies to be implemented.
PAyapa at MAsaganang PamayaNAn (PAMANA) Area Manager for Bicol-Quezon-Mindoro Paul E. Escober said that the project also aims to strengthen peace building reconstruction and development in identified conflict areas. He said that PAMANA aims to reduce poverty and vulnerability in CAAs through community infrastructure and focused delivery of social services.
“Here in Camarines Sur, we have identified the municipalities of Bula, Baao, Bato, Buhi, Balatan, Garchitorena, Caramoan , Lagonoy, Presentacion, Sangay and Libmanan as either influenced or with reports of insurgencies and we like to identify the root cause of all of these for us to come up with the proper intervention. The output of this workshop will determine what government program should address the problem,” Escober added.
The 2-day workshop will tackle Local governance and peace-building mandates, conflict risks and peace-building opportunities. The Government peace-building program orientation, including the update on the status of the peace process with the CPP/NPA/NDF, including the whole government approach (WGA) will also be discussed on the first day.
Discussions will also center on revisiting the conflict analysis of the province and identifying the gaps in responding to identified conflict issues.
On the second and last day of the workshop, the group aims to identify strategies and intervention to address the problems or gaps in CAA.
PAMANA is the national government’s framework and program for peace and development. It aims to build capacities of communities in addressing disputes or conflicts and to promote peace through activities that ensure and inclusion of community members.
As defined under the Philippine Development Plan, PAMANA is the Complementary track of the Peace Process that bridges the realities of the negotiating table with the realities on the ground. This can be achieved by addressing the roots of armed conflict in CAA.
Escober said that the achievement of the lasting peace can also be pursued if we can identify the gaps and peace-building needs based on the conflict analysis as well as resources to address these gaps. (MAL/LSM-PIA5/Camarines Sur)
