Naga City council to honor outstanding barangay councils

NAGA CITY, Jan. 17 (PIA)---  The Sangguniang Panglunsod of this city allotted P2.25M as incentive to be given to three (3 ) barangay councils that will be chosen as implementers of good governance programs in support of the initiatives of the city government here.

This new incentive program supplements the earlier incentive measures stipulated under City Ordinance No. 2013-050, otherwise known as the Barangay Transparency Award Ordinance of Naga City authored by then City Councilor Jose B. Importante. This reward system for barangays will surely benefit the barangay’s constituents in terms of the effective delivery of social services.

City Vice-Mayor Nelson Legacion, taking the cue from the said ordinance believes that the incentive will inspire Punong barangays to be an active player in passing barangay resolutions and ordinances, including introduction of developmental programs in their respective areas of jurisdictions.

Naga is composed of 27 barangays.

Legacion clarified though that the allotted fund for those who will be chosen as outstanding barangays will not be given in cash but through projects that will benefit the entire community and which will be  implemented by the winning barangay councils.

The SP has allotted P1M for the first prize, 750,000.00 for the 2nd prize and 500,000.00

A committee will be created to oversee the selection and monitoring process. This will be composed of members of the Sangguniang Panglungsod and officials of the Department of Interior and Local Government (DILG).  

In preparation for the search, Legacion said that the SP allotted a one-day seminar cum training involving the Punong Barangays and other barangay officials. Discussions will focus on the creation of resolutions and ordinances.  The activity also endeavors to orient the local officials of their duties and obligations as public servants.

“The barangays with the best ordinance and resolution wins. This is also to acknowledge the sacrifices of our barangay officials to make their community a much better place to live in,” Legacion stated.

This is also in consonance with House Bill 19 otherwise known as Full Disclosure Bill filed by 3rd District Representative Leni Robredo which mandates all government agencies, including the barangays to disclose their budget and financial transactions particularly in the implementation of government projects.
