DSWD Bicol, private firms ink MOU on employment generation, livelihood of 4Ps beneficiaries

LEGAZPI CITY, January 2 (PIA) – Beneficiaries of the Pantawid Pamilyang Pilipino Program or 4Ps will be given priority by Bicol’s premiere mall chain in hiring employees and will be provided capital assistance by a local micro-financing company in support of the Department of Social Welfare and Development’s (DSWD) Conditional Cash Transfer (CCT) - Sustainable Livelihood Program (SLP).

DSWD Bicol regional director Arnel Garcia recently signed a memorandum of understanding (MOU)  forging partnership with the Liberty Commercial Center (LCC) represented by its chief operating officer (COO) Romeo Tan and the Metro Fund Providers (MFP) represented by its chief executive officer (CEO) Antonio Tan under a public-private partnership (PPP) scheme in pursuing inclusive growth.

“DSWD is mandated to implement SLP which aims to improve socio-economic capacities of the CCT beneficiaries by facilitating their access to micro-enterprise development and employment opportunities,” Garcia told the Philippine Information Agency (PIA).

"The partnership is in recognition of the need for a referral system of the CCT program beneficiaries to private businesses and non-governmental sector. This is breakthrough, a historic event being first in the country to pioneer such initiative,” Garcia added.

“LCC is fully aware of its corporate social responsibility (CSR) towards the community where it conducts its business as well as to the society at large,” Tan said.

Tan added the company also envisions a positive impact by adhering to the best ethical and legal business practices by promoting progress and development by uplifting the quality of life of its employees, customers, clients, business partners and stakeholders,.

“The MFP is a micro-financing company which provides short term capital loans to sari-sari stores, school canteens, cooperatives and food stall owners," Tan said.

Under the partnership, the DSWD will validate the eligibility of the 4Ps beneficiaries and identify communities fit for the modules and requirements of LCC and MFP, conduct social preparation and team building activities, generate micro-enterprise ideas with beneficiaries, provide technical assistance in the development and completion of business plan for beneficiaries aligned with market research findings and feasibility analyses, and conduct on-site periodic monitoring, among others.

The LCC agreed to furnish partners with updated list or details of employment vacancies and opportunities, conduct pre-employment assessment among beneficiaries, provide target slots to be allocated for employment to the beneficiaries, arrange prioritization of its employment facilitation to individual CCT beneficiaries, and assist in the monitoring and evaluation of 4Ps beneficiaries employed.

MFP meanwhile committed to conduct a credit risk assessment among the beneficiaries, provide target amount to be allocated for loaning to the beneficiaries, arrange and secure the transfer of its capital assistance to individual beneficiaries or community-based associations, explore the possibilities of providing wholesale loans to existing community-based associations, explore new or unique repayment scheme, provide capacity building trainings based on their framework for entrepreneurs, and assist beneficiaries in marketing their produce for income-generation based on market industry and available resources, among others.
