DOH-Bicol to intensify campaign against firecrackers

LEGAZPI CITY, Jan. 8 (PIA) – The Department of Health (DoH) regional office here will step up its campaign against the use of firecrackers during the new year’s festivities and other revelries to put an end to firecracker-related injuries, according to top regional official of the DOH Bicol.

DoH Bicol regional director Dr. Gloria Balboa said during the joint press conference of health agency and the Philippine National Police (PNP) regional offices here that at least three areas must considered in the advocacy to stop firecracker-related incidents that include intensified law enforcement, responsible parenting and information, education campaign.

Balboa also proposed for an all-year round anti-firecracker campaign due to firecracker-related injuries and even deaths outside of Christmas holidays like fiestas and other funfares.

“We support the proposal of the Philippine Information Agency (PIA) to come up with an inter-agency communication plan in intensifying our campaign,” Balboa added.

PIA Bicol officer in charge Aida Naz proposed that the key government agencies such as the Department of the Interior and Local Government, Department of Trade and Industry, Bureau of Fire Protection, PIA, DOH, PNP and even the Department of Labor and Employment should form a coordinating body to take concrete actions in curbing firecracker use.

“What we need is strong political will among officials of the local government units in enforcing ban on firecrackers taking the local government unit of Davao City as a model,” Balboa said.

DOH Bicol recorded a sharp increase in firecracker-related injuries this year numbering 93 cases compared with last 43 cases last year. However, PNP Bicol reported a higher number totaling 109.

Balboa explained that they obtained their data from their identified 10 sentinel hospitals in Bicol while the PNP has other sources aside from hospitals.

According to PNP Bicol public information officer Malou Calubaquib, Albay posted the highest number of injuries numbering 35, followed by Camarines Norte with 29, Sorsogon with 23, Naga City with 11, Camarines Sur with 8, Catanduanes with 2 and Masbate with 1.

DOH Bicol records revealed that Fernando Duran Memorial Hospital in Sorsogon reported the highest number of patients injured by firecrackers with 20, followed by Camarines Norte Provincial Hospital with 18, Bicol Regional Training and Teaching Hospital in Albay with 17, Bicol Medical Center in Naga City with 15, Josefina Belmonte Duran Memorial Hospital in Ligao City with 10, Naga City Hospital with 6, Ziga Memorial Hospital in Tabaco with 4, Eastern Bicol Medical Center in Catanduanes with 2 and Bicol Sanitarium in Camarines Sur with 1.

Both PNP and DOH confirmed that Piccolo remained the top injury-causing firecracker with 77 incidents recorded by PNP while DOH reported at 57, which accounted only for 19 injuries last year based on DOH record. Kwitis (rockets) came in next causing 14 incidents according to DOH with PNP reporting a slightly lower figure at 13. Five star is the third injury-causing firecracker with 5 incidents in both PNP and DOH tallies.

PNP and DOH records both revealed that majority of the victims belong to the 7 to 12 year old bracket.

"A 40 year-old man in Naga City was hit by a stray bullet on Christmas day and rushed to the Bicol Medical Center. A retiring policeman in Tinambac town was also placed under restrictive confinement and facing evaluation by the Camarines Sur Police Provincial Office due to indiscriminate firing of his Caliber .45 pistol on December 20, 2013," Calubaquib told the Philippine Information Agency (PIA).
