VIRAC, Catanduanes, Jan 29, (PIA) - The Department of Interior and Local Government (DILG) has conferred the Seal of Good Housekeeping (SGH) for 2012 to the municipal government of San Miguel.
In a letter sent by DILG Secretary Mar Roxas to San Miguel Mayor Edna Bernal, the agency bared that as a recipient LGU San Miguel will now have access to other national program windows such as the Bottom-Up Budgeting Program (now called as Grassroots Participatory Budget Process), Payapa at Masaganang Pamayanan (Pamana), Sagana at Ligtas na Tubig sa Lahat Program (Salintubig) and Special Local Road Fund.
According to Bernal, being able to qualify as a recipient to SGH is a big opportunity to their municipality which shall help not only the LGU itself but as well as the constituents.
She said that it shall also encourage effective, transparent and accountable local governance.
SGH is being awarded to LGUs which successfully meet the requirements of the full disclosure policy, have exemplary standards of frontline services and procurement and proven to have no adverse or disclaimer audit findings by the Commission on Audit.
By next year the department will scale up the SGH into the Seal of Good Local Governance. It will cover a much wider range of LGU performance, such as 1) good financial housekeeping; 2) disaster preparedness; 3) social protection for the basic sector; 4) business-friendly and competitiveness; 5) environmental compliance; and 6) law & order, and public safety.
In 2011, DILG here bestowed its ‘Seal of Good Housekeeping’ to the towns of Pandan, Viga and San Miguel for passing the agency’s 2011 assessment on good governance and performance.
Moreover, in 2012, Baras town bested all other town’s of Bicol in LGU revenue collection making it an SGH recipient of the said year. (MAL/EAB- PIA5/Catanduanes)
