BJMP ends year with zero jail disturbances

BY: ANA-LIZA S. MACATANGAY

NAGA CITY, Jan.6 (PIA)--- No jail disturbances and escape incidents were reported by the Bureau of Jail Management and Penology (BJMP)-Camarines Sur office before the clocks ticked to start 2014.

Jail Superintendent Bernardo M. Sanchez has attributed this to the effective and continuous implementation of their Inmate’s Welfare and Development Programs and Services which is being implemented by the Naga City Jail District (NCDJ) hand in hand with the bureau.  It includes the delivery of basic rehabilitation services like the provision of basic services on health, livelihood, education, sports and recreation, paralegal and religious services.

“The effective implementation of these services is in close coordination with the city government of Naga, other line agencies, non-government and religious organizations.  I am happy to note that on the 2nd semester of 2013, the number of service providers significantly increased to 30 percent,” Sanchez stated.

BJMP also implemented the reactivation and intensification of Therapeutic Community Modality Program (TCMP) where NCDJ engaged the inmates in different fruitful activities with the intent of reshaping their behavior. The inmates were not also denied of their right to suffrage when 81 of them were made to participate during the national and local elections this 2013 through on-site voting.

On the month of October, 417 inmates participated in the celebration of the National Correctional and Consciousness week celebration.  Thirty-four (34) NCDJ-Alternative Learning System (ALS) resident learners were also allowed to take the National ALS Accreditation and Equivalency Test through the assistance of the Department of Education (DepEd) Naga City Division.

Along with its safekeeping program, BJMP also continue their Oplan Greyhound which is a regular conduct of saturation drive to flush-out contrabands like cellphones, assorted cigarettes and improvised sharpened metal objects and the like.

Still under their safekeeping Program, Sanchez said that they have successfully implemented Oplan Decongestion where a number of inmates were released through the application of penal laws on early releases.

From a total of 265 released inmates, 79 of them were released through bail, 35 on recognizance, 5 were granted with parole and probation, 38 were transferred to other institutions, 40 have already served their respective sentences while 4 other either paid fines or their cases were withdrawn.

Sixty- four (64) cases were either dismissed or the suspects were acquitted of the charges hurled against them.
BJMP is one of the bureaus under the Department of Interior and Local Government (DILG), mandated to safekeep and develop its inmates to become law-abiding, God-fearing and responsible individuals when they go out of the BJMP and NCDJ compound. (MAL/LSM-PIA5/Camarines Sur)
