NAGA CITY, Oct. 8 (PIA) --- His Excellency Guy Ledoux, European Union Head of Delegation, has lauded Calabanga town officials and locales in the province of Camarines Sur for the implementation of an eco-system based approach on disaster preparedness and relentlessly engaging communities to be an active players indisaster risk reduction initiatives.
Ledoux specifically mentioned the line of the thick mangrove forest at Barangay Cagsao in Calabanga manifesting eco-system based disaster risk reduction (DRR) as the community’s shield against the onslaught of disasters.
“I am happy that with the support of the European Union, Calabanga is showing the way for other Camarines Sur localities to implement successful DRR actions that can indeed be sustained and replicated by others. The application of ecosystem management principles to DRR is an innovation that should be considered by other LGUs at various levels for replication in the light of the recent disasters such as Typhoon Sendong and Pablo, where climate change and ecosystem degradation were obvious factors for their magnitude and severirty,” Ledoux stated.
Celso B. Dulce Jr, CARE Netherlands representative and DRR advisor, said that Calabanga has strengthened the resiliency of the communities towards disaster by putting in place the different uses of ecosystem.
Dulce added that the mangrove reforestation, the establishment of fish sanctuaries and reforestation of upland areas will serve as the community’s defense against the harsh effect of any disasters such as typhoon, flooding and storm surges.
After the visit in Barangay Cagsao, the team proceeded to the municipality of Canaman for an simulated evacuation drill that formed part of the disaster preparedness program funded by the European Union and implemented by CARE Netherlands.
Canaman is an adjoining town of Calabanga which is also prone to flooding and considered as one of the most vulnerable areas in the province.
Canaman is also part of the Scale-up, Build-up (SUBU) DRR project currently being implemented by a consortium of NGOs, CARE, and Assistance and Cooperation for Community Resilience and Development, Inc. (ACCORD). Other municipalities who were also part of the said project include Bombon and Magarao with Calabanga acting as mentor or teacher-LGU.
SUBU project aims to strengthen local alliances and advocacy and empower champions on disaster risk reduction. It is implemented in various high disaster-risk municipalities like the towns mentioned in Camarines Sur to increase the resilience and reduce vulnerability of local communities and institutions through the establishment of sustainable dissemination methods.
