DSWD holds exposure trip for studes in Kalahi-CIDSS areas

LEGAZPI CITY, Oct. 3 (PIA) – The Department of Social Welfare and Development (DSWD) regional office here has been exposing students to the poverty-reduction projects of the government to witness for themselves interventions implemented to reduce poverty in the country side.

DSWD Bicol regional director Arnel B. Garcia said the agency has since sponsored exposure trips of students in areas covered by the community program Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

 “We would like them to see and experience how the government addresses the needs of the marginalized sector through a process where the community itself is at the forefront of implementing its own interventions on the felt problems of the residents,” he explained.

Garcia cited that one project coordinator of Kalahi-CIDSS in Catanduanes facilitated the visit of graduating class of Catanduanes State University (CSU) Engineering Department to a community projects in Viga, Catanduanes.

The field coordinator, according to him, brought one faculty member and 59 students of CSU to barangays Magsaysay, Tinago, Del Pilar and Ananong – all in Viga town – where there are Kalahi-CIDSS sub-projects vconsisted of a day care center, a pump-driven water system level II, a 60-meter sea wall and a water system level II, respectively.

Engineer Bienvinido Berjuega, CSU Extension Services coordinator, said they did not only look into the technical aspects of the projects but also into how funds are being managed and disbursed under the Kalahi-CIDSS program.

Berjuega noted that the students had a positive response to their learning visit, particularly on how the government addresses the needs of poor communities.

“We also confirmed how wisely the communities manage their funds in contrast to the national issue on the utilization of PDAF,” he said, referring to the controversies surrounding the Priority Development Assistance Fund.

Kalahi-CIDSS is a community-driven development (CDD) program in the Philippines which strongly advocates the involvement of local communities in the design and implementation of development projects to address the issue of poverty in the country.

CDD is a globally recognized strategy for achieving service delivery, poverty reduction and good governance outcomes and aims to improve local governance by employing the participation of the people in the communities in the development process.

Community residents consensually decide on what type of poverty-reduction projects they prioritize for funding based on the collective analysis of their needs that may vary from public goods/access projects, enterprise or livelihood projects , or human development projects.

Kalahi-CIDSS is one of the core social protection programs of DSWD, along with Pantawid Pamilyang Pilipino Program and Sustainable Livelihood Program. (MAL-PIA5/Albay)
