LEGAZPI CITY, Sept. 17 (PIA) – Three government agencies have inked an agreement in pursuit of relentless drive to prevent and control the proliferation of illegal drugs in the Bicol region now.

Bicol regional directors Nataniel Lacambra of the Department of Labor and Employment (DOLE), Jocelyn O. Hapal of the Overseas Worker Welfare Administration (OWWA) and Archie A. Grande of the Philippine Drug Enforcement Agency (PDEA) signed the memorandum of agreement or MOA on Friday last week in accordance with the provisions, roles and responsibilities of each agency.

Under the agreement, the trio agencies will implement the Kapit-Bisig for a Drug Free Bicolandia program

Grande said that PDEA’s primary role under the agreement is provide technical assistance in the fields of information and advocacy drive activities and act on illegal drug-related concerns of the OWWA and DOLE in the region.

PDEA, according to Grande, will also partner with rehabilitation centers in the region in endorsement of candidates for recipients of DOLE livelihood packages.

Lacambra meanwhile committed that DOLE and OWWA, on the other hand, will pursue and help promote anti-illegal drug abuse program within the agencies, among private companies or workplaces as well as among clientele covering the entire region.

DOLE will grant livelihood packages for deserving individuals who wish to integrate back to society after rehabilitation.

Hapad said OWWA will also encourage their clients and stakeholders to attend anti-illegal drug information and education campaigns in pursuit of drug-free workers.

Grande said these agreements are also a welcome initiative for government agencies, noting that the Civil Service Commission Memorandum Circular No. 13 Series 2010 entitled “Guidelines for A Drug Free Workplace in the Bureaucracy” encourages all government agencies to adopt anti-drug campaign and projects to ensure that the workplace and their clientele are drug-free.  (MAL-PIA5/Albay)
