LEGAZPI CITY, September 16 (PIA) -- The Department of Agrarian Reform (DAR) in Bicol has a new regional director in the person of Luis Bello Bueno, Jr.
In a turn-over ceremony held in DAR Bicol regional office here on September 6, Bueno accepted his new post replacing regional director lawyer Maria Celestina Manlagñit–Tam, who is now assigned as Director IV at the Legal Service Office of DAR Central Office in Quezon City.
“I thank Bicol for its warm welcome and I am looking forward to serve the Bicolanos in the best of my abilities,” Bueno was quoted as saying.
He also appealed for stronger unity and commitment among the ranks as the implementation of the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) is nearing its completion.
Bueno, who hails from Santa, Ilocos Sur, is considered as an expert in the field of operations having served as provincial agrarian reform officer II (PARO II) in the provinces of Laguna, Rizal, Cavite, Batangas and Palawan before acting as Assistant Regional Director for Operations (ARDO) in Regions IV-A and B. He joined DAR in 1988 during the early days of CARP.
Meanwhile, Tam thanked her fellow Bicolanos for their support during her six-year tenure as DAR-Bicol’s head. “The experience prepared me for bigger challenges that DAR management will entrust me in the future,” Tam said.
Tam is best remembered for her innovations she introduced, the latest of which was the “One DAR Policy,” also known as DARamayan Bikolnon, which she opts to label the “radiation” scheme and personnel redeployment that provided reinforcement ot the present workforce in the provinces of Albay, Camarines Sur, Masbate and Sorsogon with high land acquisition and distribution (LAD) balances.
She also initiated the country’s first DAR’s partnership with the Philippine Coconut Authority in implementing the Coconut Seedlings Dispersal Project (CSDP) and led DAR-Bicol as the country’s most ‘time efficient’ region in matters of fund disbursements to expedite construction of approved subprojects of the Agrarian Reform Communities Projects II (ARCP II).
Aside from the regional director position, the turnover of leadership also transpired for DAR Bicol’s ARDO and PARO posts. Former DAR Camarines Sur A head Rodrigo Realubit is now the OIC-ARDO, taking the place of lawyer Miguel Gracilla who returned to his original designation as Legal Division chief in DAR Camarines Norte.
DARRO V support services former chief Jesus dela Rosa is now the PARO II for Camarines Norte, replacing PARO II Leonito Gaveria, who now heads DAR Camarines Sur A. DAR Sorsogon on the other hand has Felix Fruto as OIC-PARO II, replacing OIC-PARO II Gina Bolaños, who is now back manning the Planning Division at the regional office.
Meanwhile, PARO II Ramon Fuentebella of Camarines Sur B, PARO II Alex Teves of Catanduanes, PARO II Romulo Britanico of Albay and OIC-PARO II Samuel Ongcal of Masbate were retained in their respective posts. Likewise lawyer Leo Miguel Ramos still acts as the Assistant Regional Director for Administration (ARDA).
The change of leadership within the Department, which happened nationwide, was in compliance of Special Order No. 478 series of 2013, signed in August 22 by Secretary Virgilio de los Reyes. The movements are in consonance with the implementation of the approved DAR Rationalization Plan, which is designed to establish a mission-focused organizational structure, DAR-Bicol told the Philippine Information Agency.
