Stakeholder’s forum on persons with disabilities culminates NPDR week in Daet

DAET, Camarines Norte, Aug. 2 (PIA) -- A stakeholder’s forum on Friday last week highlighted the observance this year of the 34th National Disability Prevention and Rehabilitation (NDPR) Week pursuing awareness on the rights and welfare of the persons with disabilities through programs and services of the government.

The activity was also highlighted with the launching of the “1st Mayor Tito Sarion Livelihood Grant Competition” for outstanding workable business proposal of PWD groups wherein the winner will receive a cash grant of P20,000.

Mayor Tito Sarion of this municipality said that he has directed Alex Almazan, PWD Affairs officer, work on the programs and projects concerning disabled persons in consonance with the provisions of Republic Act 10070 of 2010.

RA 10079 states that establishing institutional mechanism to ensure the implementation of programs and services for persons with disabilities in every province, city and municipality, amending RA 7277, otherwise known as the Magna Carta for Disabled Persons, as amended and for other purposes.

He said that Sanguniang Bayan has passed Daet Municipal Ordinance 243-2012 implementing Accessiblity and Mobility Law for persons with disabilities in the town.

Sarion cited that through the Municipal Welfare and Development Office (MSWDO) the LGU has already conducted a profiling of persons with disabilities from January to March 2013.

He also said that the activities should be sustained and to reach out to other disabled persons to join in other programs through the concerted efforts of all the stakeholders.

He added that the LGU of Daet has been nominated as “Disabled-Friendly LGU of the Year” for the category of 1st class municipalities for this year’s Apolinario Mabini Awards.

On the other hand Councilor D.C. Nathan A. Sergio, Chairperson of the Naga City Sanggunian Committee on PWDs in his lecture said that the sector is underserved and unrepresented and the government shall provide their needs.

He said that the LGU has a legal mandate under RA 10070 and one of these is that Persons with Disability Affairs Office (PDAO) shall be created in every LGU with functions such as formulation and implementation of policies, plans and programs for the promotion of the welfare of PWDs and among others.

He also urged the PWDs and other stakeholders to lobby because they have the right to the financial support of their respective local government units of at least 50% of the 1% of the budget for the implementation of programs and projects.

Councilor Sergio also said that the country is one of the signatories of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) which incorporates the rights of the said sector.

Dr. Rex Bernardo, Consultant on Disability Affairs/Pres. Daet PWD Association said that they will introduce a program which covers a non-handicapping environment which include the implementing mechanism of the LGUs; continue profiling and organizing of PWDs; capacity building; advocacy in terms of accessibility, education, employment and implementation of laws pertaining to PWDs; and networking.

Among the pledges of other stakeholders during the forum that will benefit the PWDs are local legislations for accessibility, additional budget and among others; appointing of PWD Officer in the province and other towns; office for PWDs; education and livelihood assistance.

While Rev. Fr. Rodrigo Lazarte, Provincial Vicar of Saint John the Baptist Parish awarded Livelihood Grant of P5,000 to Franciscan Sisters of Incarnate Word which was received by Lydia Gumba during the activity.

The activity was attended by stakeholders of PWDs in Daet as well as from other towns of the province particularly Special Education (SPED) teachers and non-government organizations.

Other stakeholders who pledged their support to the programs and projects of the PWDs were Councilor Rosa Mia King, SB Daet Committee on Social Services; Dr. Josephine Lim Guan, President of Philippine Dental Association; Christopher Molin, PDAO Officer of Naga City; Vice Governor Jonah Pimentel; Sanguniang Panlalawigan Board Member Pamela Pardo; Councilor Atoy Moreno of Daet and PSWDO Acting Officer Cynthia de la Cruz.

Earlier a PWDs general assembly was held and an assessment of wheelchair beneficiaries was conducted in the afternoon by the PWD association President Bernardo together with Councilor Sergio of Naga City.

This year’s theme for the 34th NPDR week celebration is “Building an inclusive and non-handicapping environment for persons with disabilities” every 17th to 23rd days of the month of July.(RBM/PIA Cam Norte).
