VIRAC, Catanduanes, August 26, (PIA)- As part of its continuing campaign to protect children in the province, the provincial government of Catanduanes has reorganized and reconstituted the Local Council for the Protection of Children (LCPC).
Catanduanes Gov. Cely Wong, who chairs the council, said the rLCPC will review existing policies of units providing services to children in conflict with the law, determine the barriers to access these services and to take the necessary action to improve access to these services.
She added that protecting children in the community is very significant since they will become future leaders of our country.
Pursuant to Section 15 of Republic Act No. 9344 otherwise known as the “Juvenile Justice and Welfare Act” dated July 25, 2005, Wong on August 12, 2013 has issued Executive Order No. 12 Series of 2013 to ensure that the rights of children in the province are being protected.
LCPC shall perform the following functions: a) To serve as the primary agency to coordinate with and assist the Local Government Unit concerned for the adoption of the Comprehensive Juvenile Intervention Program as provided in rule 18 of R.A. 9344, and oversee its proper implementation;
b) To coordinate and assist the LGUs in calling on all sectors concerned, particularly the child-focused institutions and government agencies involved in delinquency prevention to participate in the planning process and implementation of juvenile intervention programs; c) To coordinate with the LGUs in the annual review and assessment of the comprehensive juvenile intervention programs;
d) To coordinate with the Sangguniang Kabataan in the formulation and implementation of said programs in the community; e)To provide coordinative linkages with other agencies and institutions in the planning, monitoring and evaluation of the programs in the community; f) To assist the Punong Barangay in conducting diversion proceedings in cases provided under Section 23 (a) of R.A. 9344 and Rule 43 (b) of its IRR.
The LCPC is also tasked to assist the Local Social Welfare and Development Officer in the development of the appropriate diversion program; institute together with schools, youth organizations and other concerned agencies the community-based programs on juvenile justice and welfare initiated by LGUs and to conduct capability programs to enhance knowledge and skills in handling children’s program.
