LEGAZPI CITY, July 2 -- Engr. Noel E Rosal has commenced his term and his 10th year as chief executive of this prime Bicol city Monday vowing of more public investments towards the further growth of local economy and better life for Legazpeños.
“We are going to invest in every Legazpeño as part of massive local government interventions that would further uplift their economic conditions and at the same time fuel the progress of the city into Bicol’s leader in all aspects of development,” Rosal said in his inaugural address before thousands in attndance, including all officials of the city’s 70 barangays.
The mass oath-taking of the new set of elected local officers was held Monday, July 1.
Rosal, who had earlier led the city government for nine years from 2001 to 2010 ran unopposed in last May’s elections under the Liberal Party.
He won a fresh mandate and start a new term with a reconditioned mission: respond dynamically to the next starting gun of the race for modernization where the finish line is just a few more strides away.
He replaced his wife, Carmen Geraldine who ended Sunday her three-year term.
Her administration is also credited for outstanding accomplishments in public health concerns one of which installed the city government in the Hall of Fame of the Department of Health’s Red Orchid Awards for its successful fight against tobacco use within the past three years.
Also attributed to Mrs. Rosal’s works as city mayor is the dramatic evolution of the local tourism industry that last year posted a growth rate of 22.16 percent compared to the previous year.
The city received nearly 500,000 tourists in 2012 largely complementing the 49 percent tourism growth rate achieved by the entire province of Albay in the same year.
“We are going to operate under the guidance of the administration of Pres. Benigno Aquino III that gives more attention to public investment and government interventions for the betterment of the living condition of our people,” the newly installed mayor said.
He said part of these public investments will be on infrastructure wherein the city government is continuing works on its “mega highway” project to connect the city’s urban district with the Southern Luzon International Airport now undergoing construction in the nearby Daraga town and expected to be put into operations in 2014.
This mega highway traversing several upland barangays of the city whose construction was started over a year ago “will be our new investment haven and another site for our tourism industry development,” Rosal said.
“We are also proceeding more aggressively on our health, education and public safety programs,” he said.
In health, the city government is working on the establishment of the Legazpi City Hospital that is envisioned to become the most modern and equipped public health facility in the entire Bicol region.
Rosal said the Department of Health (DOH), through Sec. Enrique Ona had already committed an amount of P60 million for this project that will be started in 2014.
The amount was committed based on assessment made by the DOH on the financial capability of the city government to maintain the operations of the proposed hospital, he said.
“We have already surpassed the P100-million mark in revenue generation last year and with the more progressing trend in the entry of businesses in the locality, we can already set aside P50 million a year for the operation of this hospital,” according to Rosal.
In education, Rosal said the city will be putting up more high school campuses in strategic locations among barangays and improve the facilities of the existing ones so that “we are able to make basic education very accessible and give parents no reason not to send their children to school”.
From four in 2000, the city now had 13 national high schools distributed strategically among its barangays.
In public safety, the city government is enhancing its calamity resilience with its anti-flood projects, part of which are the giant water pumping stations now undergoing constructions in three strategic sites under the initial amount of P500 million provided by Pres. Aquino through the Department of Public Works and Highways.
“This will make our place an all-weather city,” he said adding that the local police force will also be provided additional equipment and facilities like vehicles, communication gadgets and close circuit television systems.
To sustain the growth that the city is attaining today, Rosal said “we in the city administration will continue to be ‘mahusay at matino’ (good and straightforward) as what the late Department of Interior and Local Government secretary Jesse Robredo was requiring on elected officials for local government units to be effective”.
