Napolcom joins nationwide observance of Police-Community Relations Month

By Joseph John J. Perez

LEGAZPI CITY, July 1 (PIA) -- Success of law enforcement lies in the active involvement of the community.

“Community relations entails bringing the public and the law enforcers closer in order to solve crimes,” National Police Commission (NAPOLCOM) Bicol assistant regional director Luis Adornado told the Philippine Information Agency.

The observance of Police-Community Relations Month kicked off today at Camp General Simeon Ola here with the theme, “Serbisyong Makatotohanan at Matatag na Ugnayan ng Pambansang Pulisya at Mamamayan Tungo sa Tuwid na Daan.”

Lined up activities include media interfacing, feeding and distribution of educational supplies, medical and dental missions, blood-letting, tree planting, lectures on vital topics such as crime and drug abuse prevention, anti-violence against women and children, rights and responsibilities of Filipino child, disaster risk reduction management and emergency preparedness, anti-rape and hazing laws, among others, Adornado told the PIA.

“The commission will also set up one-stop-information shops and jobs fair to provide access to the public on the mandates not only of NAPOLCOM but other agencies under the Department of the Interior and Local Government (DILG) such as the Philippine National Police (PNP), Bureau of Fire Protection, (BFP), Bureau of Jail Management and Penology (BJMP),” Adornado added.

"It is also timely that the PNP, BFP and other agencies are recruiting officers in their ranks which will provide employment for the community that is why the jobs fair are included in the events," Adornado said.

"The agency’s spiritual and moral recovery program will also be highlighted in a lecture," Adornado added.

“NAPOLCOM is undergoing a continuing reformation program in line with President Benigno Aquino’s ‘Tuwid na Daan’ advocacy,” Adornado told PIA.

Adornado also revealed NAPOLCOM Bicol’s 50 percent accomplishment on cases of erring policemen by midyear of this present year. “Out of 40 cases, 20 were already disposed or forwarded to the Commision’s En banc for resolution,” Adornado said.

Most of offenses committed by police officers range on abuse of authority, unlawful detention, serious neglect of duty among others, Adornado said.

“We also handled murder and homicide cases but we treat them as administrative and refer them to the courts and to litigate them as criminal cases,” Adornado told PIA.

Adornado also noted that there is an observed trend of immediate resolution of crimes where community participation is present. “Without the community, our accomplishment record will not improve,” Adornado said. (MAL/JJJP-PIA5/Albay)
