Salceda honors Albay-OCD joint rescue teams

LEGAZPI CITY, May 15 (PIA) -- Albay governor Joey Salceda and Office of the Civil Defense (OCD)-V director Raffy Alejandro lauded the joint rescue teams from Albay and OCD for the rescue, search and recovery of victims in the Mayon Volcano ash explosion.
"The Bronze Cross medal is given in commendation for acts of heroism not involving actual conflict with an enemy but involving risk of lives involving rescue, search and recovery of climbers including foreign tourists and local guides from May 7 to May 10," Salceda said.
Ten officers and their teams were officially recommended to be awarded or its equivalent for bravely facing the risk of the foggy, rugged and sloping terrain of the volcano which Salceda said “requires years of training, mental discipline and pure heart” to bring down the victims.
Leading these teams are Lt. Joel Pedregosa from the 2nd IB, PA; Capt. Eulogio Bilog from 91st CMO, PA; LtJG Rey Jabonete from CO NAVSOU 3, NFSL; P/Insp. Domingo B. Tapel from RPSB-PNP; Lt. Rodel B. Balatbat from 83rd IB CO Charlie Co., PA; 2Lt. Henry Allen P. Galvan; Capt. Arvin Joel N. Buan from TOG5, PAF; Cpt. Roy Philip C. Aguhob from 505 SRG; Cpt. Celito t. “With these acts as individuals and as groups, the above officers have set the standards for invaluable and meritorious service to the country and have upheld the standards of the AFP and their mother units,” said Salceda.

Workers train on safety in construction of infra under CDD project

LEGAZPI CITY, May 15 (PIA) -- Laborers who will work for the implementation of projects under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) project trained on construction safety last May 6-10, 2013 in Sto. Domingo, Albay
The Department of Social Welfare and Development (DSWD) regional office here has partnered with Department of Labor and Employment (DOLE) in Bicol for a 40-hour training educating the supervisors on preventive measures during the construction of community infrastructures.
Kalahi-CIDSS regional engineering office chief Engr. Armand Mikhail Templado said the preparations are necessary to observe a hazard-free construction site to safeguard the health and the lives of the laborers.
Templado said that most common dangers during construction are falls from working at high structures, injuries in excavation work, being struck by falling objects, moving heavy loads, bad working positions, inhalation of dust, handling of rough materials, exposure to dangerous substances (chemical and biological), working near, in, or over water, exposure to radiation, loud noise, vibration from tools or vibrating machinery.
“At the end of the training, we expect that they can now submit a Construction Safety and Health Program (CSHP) which mitigates identified hazards during the construction period,” he said.
The five-day training included discussions on environmental safety; handling of construction machinery; excavation safety; personal protective equipment; occupational health and safety; health legislation; and safety and health practices. It was attended by the DSWD-hired engineers or deputy area coordinators (DAC) and municipal engineers from different municipalities implementing Kalahi-CIDSS project.
“Our [DSWD] staff will be the ones who will provide the technical assistance (TA) to the communities who will implement the infrastructures in observing protective measures during construction,” Templado added.
Suncris Cadiz, a DAC assigned in Bula, Camarines Sur, said that all of them are accountable in terms of managing hazards in the construction sites.
“This training is an essential component of the project,” she added.
Kalahi-CIDSS is a community-driven development (CDD) project in the Philippines which strongly advocates the involvement of local communities in the design and implementation of development projects to address the issue of poverty in the country. It aims to improve local governance by employing the participation of the people in the communities in the development process.
Community residents consensually decide on what type of poverty-reduction projects they will prioritize for funding based from the collective analysis of their needs. Community proposals can vary from public goods/access projects, enterprise or livelihood projects or human development projects.
The laborers of these small-scale infrastructures are also taken from the members of the community.
DACs will educate these people on how they can avoid accidents and sickness acquired during construction.
Engr. Alex Marlo Sacado of Safety Control Division of DOLE, said that the health and safety of the construction workers is one of the project’s concerns.
“Without our laborers, our project will be a failure so it is necessary to ensure a safe working environment for them,” he said.

COMELEC waits for result transmittal of 3 towns

VIRAC, Catanduanes, May 15 (PIA) -- Commission on Elections (COMELEC) Provincial Office is still waiting for the transmittal of election results of three towns for the final and official tally of votes in the province.
According to COMELEC provincial election supervisor Atty. Maria Aurea C. Bo-Bunao, the towns of Viga, Baras, and Bato are having hard time in transmitting the election result due to the signal of the service provider.
The towns which have already transmitted the results were: Virac, San Andres, San Miguel, Viga, Payo, Bagamanoc, Caramoran, Gigmoto and Pandan.
Meanwhile, Commission on Elections (COMELEC) Municipal Board of Canvassers has proclaimed winners for mayoralty post.
Resolution No. 9700 issued on Tuesday, allowing the proclamation of local winners without clearance from the Comelec en banc gave the go signal to the Board of Canvassers in proclaiming winners for the mayoralty post.
Already proclaimed as winners for the mayoralty bid were: Flerida A. Alberto (NPC), Virac; Peter C. Cua (LP), San Andres; Salvacion I. Isuela, (LP), Caramoran; Joseph C. Wong (LP), Pandan; Romeo Villaluna (LP), Bagamanoc; Robert Fernandez (LP), Panganiban;

JCIP launches search for Outstanding Farmers of the Philippines in Naga City

NAGA CITY, May 14 (PIA)--- Inching forward to encourage the youth to venture to agriculture and be the next producers of our staple food, the Junior Chamber International Philippines (JCIP) and the Universal Harvester, Incorporated launched Friday the Search for The Outstanding Farmers of the Philippines (TOFARM) at the Naga Regent Hotel here.
TOFARM national chairman Rommel Cunanan said the awards program endeavors to institutionalize this initiative and achieve private and public sector participation in the annual search and award and establish a much wide scope and reach.
This is to also safeguard the interest and welfare of the agriculture sector, according to Cunanan.
“It is ironic that while they are dubbed as the producers of our food yet they remain to be among the poorest sectors in the country.
JCIP encourages the family of every farmer to follow their forefathers’ steps and be among the most innovative farmers in our generation. We are also enjoining other private sectors to join us in this advocacy,” Cunanan said in an interview with the members of the local media.
The awards program for farmers has been an initiative of the said organization since 1970s that recognizes the resiliency, ingenuity and the strength of our hardworking Filipino farmers.
“The program is anchored in promoting farming in the youth sectors in all regions, including here in Camarines Sur. Everybody is invited, from the public to the private stakeholders in agriculture, fisheries and livestock,” Cunanan added.
Cunanan also said that they are going to focus on two major activities once everything is already in place: one, is the direct intervention training for the farmers which would include seminars on transforming their attitude and financial management and two, lakbay aral activities. This, he said will be a tripartite collaboration amongst the agriculture sector, government and the private sector.
The program includes the following categories: Farmers who are engaged in the planting and production of rice, corn, coconut, sugarcane, organic and high value crops; fisherfolks, livestock, agri-entrepreneurs including private entrepreneur, trader and businessmen; woman farmer, young farmer with age ranging from 18 to 40 years old and agriculture innovator which includes educator or inventor, scientists, public employees and the like.
Other categories include Urban/ City farmers (farms should be located in cities only), agriculture cooperatives, family farmer, local government unit (programs and projects and facilities are operated by the LGU) and agriculture initiatives (private organizations, non-government organizations, institutions).
A People’s Choice category was also added where the winner will be determined via an online poll. The winner shall be solely based on the number of votes garnered through the TOFARM Website.
Lucky winners for the individual category will receive P50,000.00 cash while the Group Category winners will take home P100,000.00 each. Aside from the cash prize, the winners will also receive the iconic 18’ TOFARM plate.

Sarion, landslide winner in mayoralty race in Daet

DAET, Camarines Norte, May 15 (PIA) -- Liberal Party (LP) mayoralty bet, reelectionist Tito Sarte Sarion won by a landslide in the mid-term elections with 25,288 votes against his opponent, board member Ligaya Lo-Pedron who got 8,201 votes.
Sarion, now on his third term as mayor of Daet upon assumption of office, recorded the highest votes in a mayoralty race in the history of the municipality.
“I’d like to extend my deepest gratitude to the people of Daet in continuously supporting my leadership in this capital town of the province… rest assured that in my last term as local chief executive I’ll do my best to provide the basic services and facilities needed by our people and ensure our growth and development…” Sarion said.
The same support is being extended to his running mates in Liberal Party as councilors such as Rosa Mia L. King (14,343 votes), Sherwin Q. Asis (13,974 votes), Joan Kristine T. de Luna (13,811 votes), Renato M. Moreno (12,653 votes), Elmer M. Bacuno (12,301 votes), Felix C. Abano (11, 218) and Jose Angelo A. Coreses (10,567).
The Sarion’s team in Daet supported the re-election bid of incumbent Governor of Camarines Norte, Edgardo “Egay” Angeles Tallado and incumbent Vice Governor, Jonah Pedro G. Pimentel who also won against their opponents Congressman Renato J. Unico, Jr. and former Vice Governor Roy A. Padilla, Jr. respectively.

LEGAZPI CITY, May 15 -- Gov. Joey Salceda of the Liberal Party (LP) has already obtained an overwhelming 299,120 votes in a partial count as of Tuesday noon of the Commission on Election (Comelec) from among the 411,271 who actually cast their votes in the province of Albay yesterday,
In the same data from the commission, Vice Gov. Harold Imperial, running mate of Salceda, topped the vice gubernatorial race with 160,543 votes, representing 51.26 percent of the total 411, 271 voters who cast their votes, edging Jesus James Calisin of PDP-Laban who got 77,739 votes representing 24.82 percent and independent candidate Brando Sael with 74,912 or 23.92 percent of the total votes cast.
Congressional representatives in the two provincial districts in the same province were also dominated by reelectionists.
Reelectionist Cong. Al Francis Bichara from the Nationalista Party notched 122,575 votes or 90.90 percent of the total 175,746 votes cast besting Sultan Wally Magdato, an independent candidate, who got 12,265 votes or 9.10 percent in the second district.
Rep. Fernando Gonzalez of LP garnered 82,422 or 71.67 percent of the 127,366 total votes cast over opponent independent candidate Dante Arandia who got 32,578 votes or 28.33 percent in the third district.
In the first congressional district, Edcel Lagman, Jr.of LP, son of the same district incumbent representative of his namesake, topped the race with 44,733 or 44.88 percent of the votes cast of 108,159 winning over Ricky Ziga of Unite Nationalist Alliance or UNA, with 43,474 votes or 43.61 percent and Ted Contacto of PDP-Laban, with 11,470 votes or 11.51 percent.
Comelec office in this city meanwhile has officially proclaimed this afternoon this city’s former mayor Noel Rosal, who also ran uncontested, as the new city executive as well as the ten members of the city council.

No liquor ban violators in the province- PNP

VIRAC, Catanduanes, May 15 (PIA) -- A police official here said the two-day implementation of the Commission on Elections’ imposed liquor ban for the election period has been successful.
Comelec Minute Resolution 13-0322 states that drinking, purchasing and selling intoxicating liquids are prohibited especially in public places.
PNP Provincial Director P/Sr. Supt. Eduardo G. Chavez said no candidate nor business establishments in the province violated the liquor ban.

Masbate bets drop Election Day tricks

MASBATE CITY, May 15 (PIA)—Candidates and their supporters here surprised the local reporters when they refrained from putting their posters, stickers and similar campaign materials within the school compounds.
“There’s no fiesta atmosphere here without those campaign posters that they used to pin to the trees in the school compounds,” quipped dyME broadcaster Jun Doremon.
Mediamen and voters noticed the absence of children handing out sample ballots near polling precincts.
In the past, vendors attached candidates’ posters and stickers to the sides of their coolers within the school compounds.
Now, even poll watchers conducted themselves properly, with no one coaching and telling voters how to vote and who to vote.
On top of this, there were no vote buyers unlike in previous local elections.
The recent strong pronouncements and moves of Comelec Chair Sixto Brillantes may have deterred the candidates from sidestepping the election laws.
Halfway through the official campaign period, Brillantes ordered the Comelec law department to fast track the disposition of cases for poster violations.
Brillantes’ frontline enforcers in Masbate, lawyers Noriel Badiola and Anthony Villasis, had also put up a bold front in the drive against illegal campaigning.

Asis (13,974 votes), Joan Kristine T. de Luna (13,811 votes), Renato M. Moreno (12,653 votes), Elmer M. Bacuno (12,301 votes), Felix C. Abano (11, 218) and Jose Angelo A. Coreses (10,567).
The Sarion’s team in Daet supported the re-election bid of incumbent Governor of Camarines Norte, Edgardo “Egay” Angeles Tallado and incumbent Vice Governor, Jonah Pedro G. Pimentel who also won against their opponents Congressman Renato J. Unico, Jr. and former Vice Governor Roy A. Padilla, Jr. respectively.
Meanwhile, Noel “Ahlong” L. Ong, Independent candidate won against incumbent Vice Mayor Felix Q. Abogado (LP) with 15, 142 votes against Abogado's 13,690 votes, while incumbent councilor Joseph Christopher M. Panotes (LAKAS) voted as topnotch councilor with 15,352 votes. (MAL/RBM/RCY-LGU-Daet/PIA5)
Winning candidates in Albay province known

LEGAZPI CITY, May 15 -- Gov. Joey Salceda of the Liberal Party (LP) has already obtained an overwhelming 299,120 votes in a partial count as of Tuesday noon of the Commission on Election (Comelec) from among the 411,271 who actually cast their votes in the province of Albay yesterday,
In the same data from the commission, Vice Gov. Harold Imperial, running mate of Salceda, topped the vice gubernatorial race with 160,543 votes, representing 51.26 percent of the total 411, 271 voters who cast their votes, edging Jesus James Calisin of PDP-Laban who got 77,739 votes representing 24.82 percent and independent candidate Brando Sael with 74,912 or 23.92 percent of the total votes cast.
Congressional representatives in the two provincial districts in the same province were also dominated by reelectionists.
Reelectionist Cong. Al Francis Bichara from the Nationalista Party notched 122,575 votes or 90.90 percent of the total 175,746 votes cast besting Sultan Wally Magdato, an independent candidate, who got 12,265 votes or 9.10 percent in the second district.
Rep. Fernando Gonzalez of LP garnered 82,422 or 71.67 percent of the 127,366 total votes cast over opponent independent candidate Dante Arandia who got 32,578 votes or 28.33 percent in the third district.
In the first congressional district, Edcel Lagman, Jr.of LP, son of the same district incumbent representative of his namesake, topped the race with 44,733 or 44.88 percent of the votes cast of 108,159 winning over Ricky Ziga of Unite Nationalist Alliance or UNA, with 43,474 votes or 43.61 percent and Ted Contacto of PDP-Laban, with 11,470 votes or 11.51 percent.
Comelec office in this city meanwhile has officially proclaimed this afternoon this city’s former mayor Noel Rosal, who also ran uncontested, as the new city executive as well as the ten members of the city council.
Rosal will take over the position that will be vacated by his wife Carmen Geraldine after the latter decided not to seek re-election and instead give way to her husband. (MAL/SAA-PIA5/Albay)
No liquor ban violators in the province- PNP

VIRAC, Catanduanes, May 15 (PIA) -- A police official here said the two-day implementation of the Commission on Elections’ imposed liquor ban for the election period has been successful.
Comelec Minute Resolution 13-0322 states that drinking, purchasing and selling intoxicating liquids are prohibited especially in public places.
PNP Provincial Director P/Sr. Supt. Eduardo G. Chavez said no candidate nor business establishments in the province violated the liquor ban.
Liquor Ban was implemented by Comelec to help prevent alcohol-induced crimes and incidents during preparations for the local and national mid-term polls. (EAB/ PIA Catanduanes)
Masbate bets drop Election Day tricks

MASBATE CITY, May 15 (PIA)—Candidates and their supporters here surprised the local reporters when they refrained from putting their posters, stickers and similar campaign materials within the school compounds.
“There’s no fiesta atmosphere here without those campaign posters that they used to pin to the trees in the school compounds,” quipped dyME broadcaster Jun Doremon.
Mediamen and voters noticed the absence of children handing out sample ballots near polling precincts.
In the past, vendors attached candidates’ posters and stickers to the sides of their coolers within the school compounds.
Now, even poll watchers conducted themselves properly, with no one coaching and telling voters how to vote and who to vote.
On top of this, there were no vote buyers unlike in previous local elections.
The recent strong pronouncements and moves of Comelec Chair Sixto Brillantes may have deterred the candidates from sidestepping the election laws.
Halfway through the official campaign period, Brillantes ordered the Comelec law department to fast track the disposition of cases for poster violations.
Brillantes’ frontline enforcers in Masbate, lawyers Noriel Badiola and Anthony Villasis, had also put up a bold front in the drive against illegal campaigning.
"Gusto ko na sunod sunod na saka subpoena for preliminary investigation. Sabay na pati local para di puro ingay, wala namang nangyayari," he said on televisions. (MAL/EAD-PIA5/Masbate)
