CSC reminds public officials, employees on SALN compliance, deadline

LEGAZPI CITY, April 9 (PIA) -- The Civil Service Commission (CSC) regional office here has reminded government officials and employees to submit their Statements of Assets, Liabilities and Net Worth (SALN) on or before the deadline on April 30.
In “Ugnayan sa Bikol” radio program of the Philippine Information Agency (PIA) regional office here, Yoyie Jalmanzar, public information officer of CSC 5, explained that Section 17, Article XI of the 1987 Constitution requires “public officials and employees to file their SALN upon assumption to office and as often as may be required by law”.
The same obligation, according to Jalmanzar, of public officials and employees is provided and required under Section 8(A) of Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, mandating them to fill up upon entry or exit from government service and on or before April 30 of every year.
She also likewise stressed that the SALNs must be accomplished with due diligence and utmost honesty.
“SALN intends to check the lifestyle of state workers, including those of their family in relation to income. It serves as a mechanism to verify if the lifestyle of a public servant is manifestly out of proportion to his/her respective salary and other lawful income,” she explained.
CSC has also issued Resolution No. 1300174 or the Amendment to the Review and Compliance Procedure in the Filing and Submission of the Statement of Assets, Liabilities, and Net Worth and Disclosure of Business Interests and Financial Connections, enjoining heads of offices to form their respective review and compliance committee that will check the veracity of the SALN submitted by their officials and employees.
CSC has also reminded heads of offices of their duty to issue Compliance Order to those who have incomplete data in their SALN to correct/supply the desired information and for those who did not file/submit their SALNs to comply within a non-extendible period of 30 days.
Jalmanzar said heads of offices are only given five days from receipt of the list and recommendation of the SALN review and compliance committee to issue the Compliance Order.
Under R.A. No. 6713, failure of an official or employee to submit his/her SALN is punishable by suspension for one month and one day to six months for the first offense, and dismissal from service on the second offense. (MAL/PIA5)
