BIR Naga collects 23.57% in Q1 of the P1.3-B annual target

NAGA CITY, May 9 (PIA) -- The Bureau of Internal Revenue (BIR) Revenue District Office (RDO) Number 65 - Naga City has already collected a total amount of P328,036,497.63, which is equal to 23.57 percent of its collection goal of P1.392 billion for 2012.
Revenue District Officer Socorro R. Lafuente said for the current year, BIR RDO 65 – Naga City is bent on achieving P1.392 biilion as it inched forward to reach its target collection before the end of 2012.
La Fuente is confident that they will be able to get hold of the said amount as they impose stricter measures to collect taxes due from the taxpayers.
The Tax Compliance Verification Drive, OPLAN Pasilip, and OPLAN Kandado are some of the programs that the bureau is implementing to ensure that they will be able to reach their goal collection every year.
In 2011, the revenue district office was able to collect a total of P1.258 billon as tax collection. It is significant to note that if the actual collection for the first quarter of 2012 versus 2011 are compared, which is 328,904,497.96 and 301, 915, 377.38, respectively, there is an increase of 26,989,120.58 or 8.98 percent.
The Bureau chief also reminded those who failed to comply with the deadline that they will be subjected to the existing civil penalties. Section 247 of the Tax code clearly states that a penalty equivalent to 25 percent of the amount due shall be imposed to those who failed to file any return and pay the tax due plus interests of 20 percent per annum and compromise penalty.
Failure to pay any deficiency tax within the time prescribed by the National Internal Revenue code as shown on any return required to be filed under the provision of said code shall be meted with the necessary penalty.
Lafuente also reiterated that penalty is much higher if there is willful neglect to file the return within the duration of the period as defined by the Tax Code. In case of fraudulent return, she said, the penalty imposed shall be 50 per cent of the tax as surcharge plus interest of 20 percent per annum and compromise penalty. (MAL/LSM-PIA Camarines Sur)
NGCP sets power interruption in parts of Sorsogon and Albay on May 9 and 10

LEGAZPI CITY, May 9 (PIA) -- The National Grid Corporation of the Philippines (NGCP) has served notice of the scheduled power interruption due to the shutdown of some of its transmission facilities in areas covered by Sorsogon Electric Cooperative 1 and 2 (SORECO 1 and 2) in Sorsogon on May 9 and Albay Electric Cooperative (ALECO) in Albay on May 10 .
Nelson S. Bautista, NGCP South Luzon Corporation communication officer, said the company has set power interruption in areas covered by SORECO I and II in Sorsogon tomorrow (May 9) at 6:00 a.m. to 6:00 p.m to replace poles, cross-arms, insulators and other line hardware along Sorsogon-Irosin 69-KV Line and annual preventive maintenance of Bulan transformer.
Similar power interruption meanwhile is set in some areas covered by ALECO in Albay on May 10 at 8:30 a.m. to 5:30 p.m. also to replace some electric poles, insulators, and other line hardware along Pawa-ADS-Tiwi 69-KV line in Albay’s first district area.
NGCP has advised that specific cities and municipalities to be affected by the power interruption are determined by the concerned distribution utility or SORECO I, II, and ALECO, unless the activity affects the entire franchise area.
The power cooperatives allot the available power within their franchise areas and implement the power interruption schedule among the end-users.
Bautista said that normal operations will immediately resume after work completion.
“NGCP’s customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption,” he added. (MAL-PIA5 Albay/NGCP)
Bureau of penology trains jail officers on hostage taking

LEGAZPI CITY, May 9 (PIA) -- The Bureau of Jail Management and Penology (BJMP) regional office here will be conducting a Crisis Management Seminar on Hostage Taking Response at the regional office, Legazpi City Jail Compound on May 14-18.
Jail provincial administrators, wardens, jail non-commissioned officers (JNCOs) and Special Tactics and Response (STAR) Team members will participate in the said activity.
BJMP chief of Operations J/Supt Elena A. Manuel said that the training is imperative for jail officers to be properly equipped with the right learning and strategies when confronted with situations such as attempted jailbreaks.
Manuel further said that although damage control is paramount in such situation it is better to apply techniques that are pre-emptive in nature.
Ruth M. Castor, JNCO Community Relations Service added that the training will also enhance the jail officer’s skills in predicting and controlling inmates’ behavior thru their movements inside the jail facility.
Among the topics to be discussed are quick recognition points, factors affecting the negotiations process, management of barricaded hostage-taking incidents, negotiations team structure, tactical intervention, media relations and others, Castor said.

Hundreds gather for organic farming seminar in Naga

NAGA CITY, May 9 (PIA) -- More than 800 local chief executives all over Luzon and other stakeholders gathered at the Avenue Plaza Hotel over the weekend for the Luzon-wide Awareness Seminar on the Development and Promotion of Organic Agriculture in the country.
The conference, graced by Agriculture Secretary Proceso Alcala, aims to raise the awareness of the local leaders, particularly the municipal mayors on the implementation of Republic Act 10068, an act providing for the development and promotion of Organic Agriculture in our country.
Alcala’s presence is also a testimony of recognizing the significant role of the farmers, especially the grassroots in the successful implementation of the salient provisions of the said legislation.
Some of the prominent points raised during the discussion include the advantages of promoting Organic Farming in every community, few of which are the enhancement of biological diversity within the whole system, increase soil biological activity, maintain long-term soil fertility and recycle wastes of plants and animal origin and rely on renewable sources in locally organized agricultural system among others.
The municipalities of Tanay in Rizal thru its municipal agriculturist Romeo B. Cruz, Dumingag in Zamboanga Del Sur under the headship of Mayor Nacianceno M. Pacalioga, Jr. and the Province of Negros Occidental thru Mr. Rommel Ledesma, Negros Island Sustainable Agriculture and Rural Development Foundation (NISARD) were given the floor to share their valuable experiences in implementing Organic Agriculture initiatives.
Cruz talked about Tanay’s bell pepper production and eggplant plantation, the project dubbed “Gulayan sa Pamayanan para sa Kalusugan at Kinabukasan” and the “Paaralang Walang Dingding”, a farmer’s field school projects, all of which advocates for a chemical-free method of planting. Rizal is also a recipient of various agricultural awards like Gawad Saka and was home to Outstanding Coconut Farmer and Outstanding Farm Family Winners.
Pacalioga on the other hand, happily shared that Zamboanga Del Sur now have 92 variety of organic seeds, thousands of hectares of cassava plantation, 500 hectares of abaca plantation and 1,500 hectares of rubber plantation. They were also able to put up an organic market and restaurant.
Alcala reiterated to the attendees, specifically to the municipal mayors, that under Republic Act 10068, they are mandated to help, promote, and market organic inputs in the promotion of organic farming. Alcala also stated that any proposed infrastructure projects relating to agriculture, will be given priority for approval and implementation.
