LEGAZPI CITY, March 1 (PIA) -- The Liga ng mga Barangay and local government of Rapu-Rapu, Albay held recently a training workshop on creating and updating Baranggay Revenue Code in their respective barangays.
Imelda Araojo, Assistant Municipal Treasurer of Rapu-rapu, said the training has provided all barangays in the municipality regarding updated Barangay Tax ordinance as an authority to impose and collect taxes, fees and charges in the barangay of their jurisdiction.
“The training workshop aims to tap all resources and to raise more revenues in the baranggay for their development projects,” she added.
This first of the series of trainings was held February 20-21, 2012 participated by the first batch of punong barangay, barangay treasurers, secretaries, and chairman of the Appropriation Committee of Sangguniang Bayan while the second batch was held February 24-25, 2012.
In the training workshop, the resource speaker discussed the provisions on what to collect and how much taxes to collect based on the taxing power of the barangay under the Local Government Code of 1991.
This training also served as a venue for discussions of issues and problems in the barangays regarding tax collection.
Since all the barangays of Rapu-Rapu have no existing updated barangay revenue ordinance, collection and performance is very low, this was according to Araojo.
The training also intends to complement revenue generation efforts of the local government in order to craft and implement more programs and services in the locality. (MAL/ADA, PIA V/Albay)
Enhanced Text-SSS to provide additional services to members
LEGAZPI CITY, March 1 (PIA) – The Social Security System (SSS) continues to provide members the “Text-SSS” to get updates on the status of their benefit claims and relay their concerns to SSS.
Lemuel Alwin Aragon of the Administrative Section of SSS Albay said Text-SSS was first launched in February 2010 to offer a fast convenient means to inquire about their contributions, status of their loan applications and loan balance.
The now enhanced text-SSS facility also provides the location of the nearest SSS branch and the list of required documents for the benefit claims and change in membership data, he said
Seeking SSS coverage as overseas Filipino workers (OFW), self-employed individuals (SELF) or voluntary members (VOL) can use Text-SSS services to get a list of documents required to register by sending “SSS

Aragon said the pension fund posted a total of 291,600 Text-SSS transactions last year, with contribution inquiries comprising the biggest share at 44 percent.
SSS expanded their services to include inquiries on the status of sickness, maternity, disability, retirement, death and funeral claims as well as medical benefits under the Employees Compensation program, which SSS administers for private sector workers.
“It saves them time and money spent in going to SSS branches for inquiries. It also helps members and beneficiaries avoid making multiple visits to our offices because of incomplete requirements,” he added.

Tax campaign of BIR Catanduanes for 2012 kicks-off
VIRAC, Catanduanes, March 1 (PIA) -- The 2012 Tax Campaign of Bureau of Internal Revenue (BIR), Revenue District of Virac officially kicked-off today, March 1, 2012 with the campaign slogan:I love Philippines, I pay taxes.
“I love Philippines, I pay taxes,” is in consonance with the advocacy of BIR Commissioner Kim S. Jacinto-Henares that payment of taxes is for the love of country and that taxes are essential building blocks to uplift the life of every Filipino.
In line with the activity a motorcade was held in downtown Virac at 8:30 a.m. that started at Provincial Capitol Grounds. A program/ briefing was also conducted at Provincial Capitol Dome that highlights the presentation of the CY 2011 Accomplishments and 2012 Plans and programs of the district as well as orientation/briefing on the New Income Tax Returns.
BIR here meanwhile urge taxpayers to pay their taxes correctly and promptly. Moreover, according to the agency, those who will not comply will be sanctioned accordingly. They shall be criminally liable which the penalty is civil and criminal liability.

P200-M airport to be erected in Masbate town
MASBATE CITY, March 1 (PIA) -- Very soon, the island-province of Masbate will have its second commercial airport.
The expansion and resuscitation of the idle airstrip in Barangay Amoroy, Aroroy may get underway in a few months to pave the way for full-scale flight operations of commercial airlines.
The project, envisioned to be an instrument to the growth of the economy of 62,635 people, is a top priority in the 2012 investment plan of the town, the biggest and richest in gold deposits in Masbate.
Local officials said there were no impediments in the implementation of the project. In fact, Vice Mayor Manuel L. Valera Jr. has already steered the municipal council into passing a resolution authorizing
Mayor Enrico Z. Capinig to obtain a P427-million loan from a government-controlled bank.
Of that amount, at least P200 million would be needed to expand the runway and build an airport terminal, according to an item published Sunday.
The remainder will be used to finance the mayor’s other pet projects, including extreme adventure facilities for tourism and the expansion of the town’s fish port, the local tabloid PUBLIKO reported.
The Amoroy airstrip, the second runway on the island, was built by Atlas Consolidated Mining and Development Corp. before the firm abandoned its gold project in the adjoining areas in 1995.
Proponents said the airstrip would be expanded to accommodate planes of commercial airlines like ZestAir and Air Philippines, the entry of which would create an opportunity for more investments that would result in job creation.

US Pacific Angel 12-1 humanitarian mission in Albay on March 5-10
LEGAZPI CITY, March 1 (PIA) – More than 10,000 Albayanos are expected to benefit from free medical, health and psychosocial related services while several schools and public utility structures in the province will be rehabilitated through the joint Phl-US Pacific Angel 12-1 humanitarian mission on March 5 to 10.
In a conference Monday, Albay Gov. Joey Salceda said all preparations are in place for the humanitarian mission that will provide health, medical and psychosocial services, engineering civic action projects, lectures and interfacing on disaster risk reduction management (DRRM) and climate change adaptation (CCA).
Salceda said the US Pacific Command in the Pacific area will lead the teams of medical and dental health practitioners, engineers and workers, among others, while similar contingents form the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), other partner government and private institutions will provide support to the mission.
Albay’s DRRM and CCA authorities, according to the governor, will also be discussing with their counterparts in the US and other cooperating contingents the province’s expertise and experiences that are globally known in pursuit of an effective disaster risk reduction and management and climate change adaptation initiatives.
He said the humanitarian mission is aimed at improving cooperation between national and local governments, military, international organizations and non-government organizations in responding to disasters.
Albay is one of the most disaster prone areas in the country yet has so many success stories to share on carrying out DRRM and CCA programs and strategies including the institutionalization of civil-military cooperation in disaster preparedness and response.
Salceda furthered this year’s mission is the third in four years that Albay was selected as a venue for this kind of humanitarian mission, citing that similar events were also already held by the USS Peleliu in 2007 and RP-US Balikatan in 2009.
Meanwhile, US Air Force Lt. Col. Michael Black of the US Pacific Command stressed the event is not a military combat exercise, but purely humanitarian, civic assistance and capacity building efforts.
Black said some 81 US personnel, composed of medical and engineering team, including two doctors from the Republic of Cambodia Armed Forces and two military observers from Tonga on board the US Air Force C-17 military transport aircraft would arrive at the Legazpi Airport on March 1, this year for the six-day humanitarian mission in Albay.
The activities are limited to health services, engineering civic action projects, lectures and interfacing on DRRM and CCA.
Areas covered by the humanitarian mission include Barangays Tagas and Binitayan in Daraga; Arandurugan social hall in Guinobatan, municipal gymnasium in Sto Domingo; Barangays Bigaa and Lamba in this city.
The Philippine National Police (PNP) and the Philippine Army (PA) said security measures are in place to safeguard all participants of the humanitarian activities. (MAL, PIA V/Albay)
